President Bola Ahmed Tinubu on Wednesday, December 3, 2025, administered the oath of office to the newly appointed Chairman and Commissioners of the National Population Commission (NPC), alongside five Federal Permanent Secretaries.
The brief ceremony, held at the Council Chambers of the State House in Abuja, preceded the commencement of the Federal Executive Council (FEC) meeting, marking a key step in strengthening the federal bureaucracy and preparing for critical national assignments.
The swearing-in covered appointments across two critical arms of the federal government: the civil service leadership and the agency responsible for national census and demographic data.
The President swore in the new NPC Chairman and two Commissioners, who were recently confirmed by the Senate:
- Chairman: Aminu Yusuf (Niger State)
- Commissioner: Joseph Haruna Kigbu (Nasarawa State)
- Commissioner: Tonga Betara Bularafa (Yobe State)
The new leadership is expected to immediately begin efforts to re-mobilize the commission toward executing the long-delayed national census, which remains a key priority for accurate national planning.
The five new Permanent Secretaries, appointed to fill existing vacancies in the Federal Civil Service, took their oath in the first batch:
- Alhaji Abdulkarim Ozi Ibrahim (FCT/North Central)
- Dr. John Chidiebere Ezeamama (South East)
- Dr. Abdul Sule Usman Garba (North West)
- Dr. Ishiyaku Musa Mohammed (North East)
- Dr. Ukaire Binyerem Chigbowu (South East)
The appointments, which followed a rigorous, merit-based selection process, aim to inject new expertise and leadership into the top echelon of the Civil Service to drive the administration’s “Renewed Hope” agenda.
While the swearing-in was brief, the President’s charge to the new officials emphasized the need for diligence, accountability, and results.
President Tinubu also tasked the Permanent Secretaries with providing competent, efficient, and professional leadership within their respective ministries, urging them to focus on service delivery to Nigerians.
The NPC officials were specifically charged with the enormous task of laying the groundwork for a credible, technologically advanced national census that will provide the most accurate demographic data required for national development and resource allocation.
